Year and model for this Elgin Ladies? serial and pics inside

Snatched this up at the flea Market on Sunday. Its rough but I Couldn't just let it sit there.

Im guessing early-mid 40s but I can't find any others that look like it, with the shorter horn and tank.

Elgin Hubs, Good year tires, Elgin saddle,

Searial is "MOS 97 3 18" is that Murray made?

Any info is good, may be parting it out if there is interest, but would rather trade for a pair of decent 28" wooden wheels. Anyone wanna deal?

1938-41, 38 was the first listing of that Murray built bike, 41's were thelast with tanks & racks. 42's were basic bikes. I didn't see an identical bike in there, some very close but without a tank. One did have that tank, but also the deluxe front fender that sits on top of the fork.
