Trying to remove small bolt from chrome fender to remove on Schwinn 1961

Trip from hardware store resulted in a wire brush and WD-40. Options provided matched here. Drill/cut off or wire brush, lubricate and hold back piece with pliers and go to town twisting the bolt off. Tonight we will find out!

Neighbor was able to help and ended up sawing the bolt off with a hand saw!
