It was made for gambles by the head badge The serial is 433860

Late 30's looks like some different brand part Like the rack on it. If it has a morrow brake hub you can date it by that.

It's a Shelby built bike from around 1936-37. Here's a 1936 Gambles catalog page that shows that frame style on the lower left.
