Update, found an old picture, I took them off a teens/ 20s truss frame- Mead maybe. Maybe useless info..I don’t think the pedals are as old as that. More like 30s if I had to put money on it.

I've finally found these discussed a couple places here before. They were marketed as "Champion" ball bearing pedals and have been found in catalogs in the 1930s such as Island Cycle Supply
