DOND - Peewee Herman Bike overstock Red rear fender??

Found this in the local Bike haul i got back in MAY. It is a balloon DX schwinn fender (26") with similar paint and pins like those on the Peewee Herman bicycle. Not sure if someone was going to build one or maybe it is left over part from an actual build(one can dream)? It has no dart at the rear And looks very similar to the one in reference pics.
