If you are specifically only looking to remove the sprocket for the purpose of installing new spokes, you dont need a special tool. Just remove the axle and 2 speed assembly from the right side like any other coaster brake, loosen the 11/16" jam nut on the brake side and unthread the axle on the right while holding the brake arm still. If you have never worked on a New Departure rear hub before, I recommend you take it to someone that has. Reinstalling the brake discs can be frustrating for someone that isn't familiar.
If you actually need to remove the sprocket from the driver, you can use the correct size bottom bracket lockring tool to remove the dustcap/lockring from the driver while the wheel is still assembled. The lockring is LH threaded, so you will need to turn it clockwise to remove. Once that is off, STOP and look at how the sprocket attaches...if it is the early threaded type, Leave it on, as the threads are notoriously seized and may strip...if the sprocket is the later square drive type, it should pull straight off of the driver after removing the dustcap.
I have had threaded sprockets so seized to the driver that I broke one of the pinion gear studs off too...it's just not worth risking damage to these hard to find parts...if a sprocket is being changed because of pitch or size, I just swap the whole driver and sprocket.
