The war ended in 1918 so would they have still been blacking out parts for the war effort?
Or maybe special model specific?
Either way, it looks cool.
Even the spokes appear to be blacked out.

In 1918, nobody knew how long the war would last.

Let's look at something directly-related to the war ...
the Dayton Military Bicycle.

Each Dayton Military Bicycle .. Model M1, was made only
in 1918 ... but many are crankcase-stamped with a ''9'' ...
because the factory wanted the very-latest model available
for purchase by the military.

The Dayton Military Bicycle will either be stamped with a ''9'' ..
or ... it will not have a number above the serial number.

The same thinking may or may not apply to The (particular)
Special featured in this thread.

Please remember, the owner has indicated he believes the
bicycle to be a Model of 1919 ... within the very-first entry of
this thread.
