as a person who was in the military I can tell you that the theory that the "M" stamp was broken and the upside down "W" substituted for an "M".. totally makes sense. 100% & im my opinion. Plus there would be no reason for a "W" stamp. I think it makes it even cooler because it rarer.. its like a rare mis stamped error coin.. just my two cents.. no pun intended. ;)
GLWS!!

Hello, sorry, just seen this.

The inverted W instead of an M is confirmed, for a very short period of manufacture (including this frame).

Other examples for comparison below:

1731721

1731722

Currently I have 4 'inverted W' bikes listed. They only occurred for a short while, and there are standard M's mixed in with them.

My working theory is there are two people working in the stamping room, but only one M stamp, so the other saved time by using the W, until told not to, another stamp was provided or the throughput of work diminished.

We will never know....

I hope this helps.
