28'' wheels for 1938 Elgin Motobike

It does have the spacer between the frame and the rear fender. I seem to see those on the 26 in rims

Looks like the 26" balloon tire wheels are correct. Probably 34 or 35. If the wheels came with the bike I would check the date code on the rear morrow hub.

I'm thinking 36 with triple drop rims

with that badge it is a 1936 mid year or earlier. I had 28's on a early 1936
