On one of my bikes I installed a hollow front axle that extended beyond the drop outs.....long enough to nut the end and with enough space for the basket strut to fit flush with the end of the axle. A quick release skewer holds it all in place when in use. When not using the basket I use a washer same thickness as the basket strut and replace the skewer.
Also tacked a nut to the underside of the basket handle bar attachment.....one less item to loose or install, just thread in and tighten the allen bolt.
Now I can mount/dismount the basket in about 3 minutes.......
