TSP is the best cleaner there is in my experience
(Tri-Sodium Phosphate)
It is typically colored purple and comes in a range of concentrations and also in powder form.
I use ZEP industrial purple concentrate available now for $13 per gallon at Home depot.
Best stuff ever.
Gotta be careful though, It will take silk screen off chain guards, it will ruin a lot of head badges.
It takes oxidation off paint but not the paint itself.
It can be watered down to a milder cleaner. Great for stains on clothes, won't take out color.
Turns softer alum alloys black but they will polish out. Lighter concentrations don't turn alum black though, just full strength.
But you can submerge a caked chainring or hub in a 1/2 concentrate and it shines in an hour with a lite tooth brushing.

The best is going to depend on the application. For a funky hub you don’t intend to remove from the wheel, regular Kroil or WD-40 with a brass brush is hard to beat. If you have cut the spokes to liberate that hub from a rusty wheel, and are going to rebuild the hub, there is absolutely nothing on the planet better or faster than Berrymans.
Observe the precautions on the can. Toxic as all get out, you need to have ā€œproperā€ ventilation, Don’t even think about doing it indoors, but, 15 minutes soaking in this stuff will leave everything clean as a whistle, but, a little stinky.
