1938-39? ...... Provisions for a bolt on stand and the rolled stem that hit the scene big time around 1953.
 
Mine has tall vertical badge holes unlike the M/W one from ebay.

Seatpost clamp shape is about the only thing that looks familiar from other bikes I've had. I know it's a weak link, but it makes me think of Rollfast/Snyder. I'll keep looking.
 
Here's a 1960's 70's piece that has the same downtube seat tube V frame. Lets throw Huffy in the search. Someone said something about cheap, so Huffy fits the bill. This also has a Huffy serial.
