Can someone identify bicycle in this 1930 photograph?

I'm wondering if someone can identify this bicycle my grandfather was riding in 1930. It appears to have a rear fender, front fender is probably missing. I'm guessing bike is most likely between 1915-1925 as it obviously looks well used in this 1930 photo.

I know not much to go on unless someone recognizes the paint darts in the head and fork.

It looks to be a youth model, short frame single straight top bar. Hawthorne made them, but So did Elgin I believe. The straight horizontal stem is seen lots of late teens bikes. The frame darts look Hawthorne, but enlarged or over painted.
