Yep, a lot of common bikes in there, but not all are junk. Maybe he responded to every 'Free Bike" ad on Craigslist and FBM.

It does make some sense for reluctance to sell the bike racks first - before selling the bikes that the racks are currently helping to organize.

A "pile of bikes" (sans racks) would look even less attractive, making the seller's problem, much worse than it already is.

Job lots are a real roll of the dice. I've bought job lots of (mostly) Sturmey Archer parts, Raleigh parts, Schwinn lightweight parts, etc. But I bought them because I knew probably 80%+ of what I was getting would be useful to me. A chop suey job lot with no central theme or unifying use is a nightmare because you could get through that huge pile and find only 10% of it is useful to you.
 
The real issue is when the transaction is done the seller wants it gone. A bit of labor is then needed to make that happen

Exactly. Sellers says "tonnage". Unless you own a truck, add the cost of renting a Uhaul to the purchase price, and maybe even hiring a guy or two to help load the stuff.

I'd like a better inventory of the "file cabinets full of parts".

As @SirMike1983 said above, a lot of the parts could be useless to the buyer.

At any big bike swap you'll see the guys that buy this sort of stuff. Soon after they pull in, they'll be struggling to pull a hopeless tangle parts and bikes out of their truck. Whole bunch of guys watching him, their hands in their pockets, fingers tightly clenching a wad of cash. Standing around for a bit, then walking away empty-handed. Come early afternoon the poor seller will be trying to get it all jammed back into their truck and trailer....thinking , "What on earth was I thinking when I bought all this crap?"
