Looks like one of Cleveland Welding Company's (CWC) early/earliest "Z" (?) serial bicycles.
It has that special truss-fork, and chain ring front sprocket, (and the straight down tube).

Flying "V"

Small Paisley

Not designed to fit a tank - it's too small;
(see how the front of the lower truss tube attaches high, touching the head tube;
versus lower, solely on the down tube).

"Speed" was a bicycle line sold by Shapleigh hardware, a St. Louis MO based wholesaler.
