Found this driving through a small town in western Ny. No badge but it does have a cool springer front end. Any Idea what it is?

It has a double truss bar between the two top tubes which looks cool even on a girls bike.
The springer fork is the older design, (separate left-right arm pieces which relied more on the 5/16” axle to maintain stability).
