That contraption above the tire is a Persons Majestic, wildcat siren.
Super cool accessory for that time.

I have this exact bike and it is a good fit. This little guy had no “stand over”

Judging from the ball player standing behind him, it looks like he won the grand prize of a contest.

When I was in the 1st grade, 1957, we had a "family bike". My older brother could get on it better than me, but I had to lean it against the house and climb on, then push off the wall to get it going. I had to crash it to get off.

I'm guessing you didn't get the family car very often.
