Basically it was used when the springer was developed, like 39-41. Bikes that were fully equipped by schwinn with springer and tank that went directly to schwinn dealers were equipped with the steel tube and rubber bumper fork stop. Lower level bikes that went to dealers without the springer could be uplifted by the dealer with springer and tanks and they used the snap on rubber fork stop. The old rumor was that the welded tube was a 41 only thing but pictures of 39 and 40 bikes have been posted.

So the snap on rubber guard would have been an afterthought added by a dealer? And a factory Special Equipped DX would have come with the steel tube and rubber bumpers? This is my understanding.
