Proprietary design which features a threaded collar on the bars that threads into the stem for fine adjustment and secure reversal of position from riser to drop as shown.
Tough set to find if you're trying to complete your Columbia accurately. If your bike has a collared headset (with clamp at the top of steer tube) but using a quilled stem, it is incorrect and this is likely what you're missing.
Great set of survivor cork grips with bakelite ferrules, next to impossible to find of their own accord.
