I think I'm with the group here that does not expect anything electrical to work and am more concerned if it is correct. I have about 60 bikes and only about five or six have functioning components. I've found these 80 year old parts to be very cantankerous--works one time and then fails just when you want to show someone it works. Sometimes I test stuff and sometimes I don't. I don't always have batteries or light bulbs handy and maybe I'm just lazy! V/r Shawn
 
Everyone who commented had some good points. I never said that I expected the part to work. I agree that the concern of correctness is first. Thanks all for your comments, I guess when I am selling I won't be too concerned anymore. Probably just curious.
 
"untested and sold for parts or repair. bid accordingly".... I sell a lot of old junk. had a collection of old car heaters from the mid 50's and older. I restored a few and got good money for them. pressure tested the cores, and made sure the motors were working. I sold the rest untested. it didn't mean they didn't work, it meant I didn't fiddle with them. if I did find something wrong I mentioned it. not everything can be easily tested.
 
I read this a lot when looking at vehicle ads. "Just needs......." If all it needs is a quick fix then why doesnt the seller do it ??
 
Batteries and Bulbs are cheap and extremely easy to install and remove...in what, 60 seconds???? For the most part, we are paying quite a bit for parts...a little effort wont hurt
 
It's usually the young guys to this hobby that are concerned whether the horn or light works. Me , I could care less. This stuff is old, it's not like you are buying a used lawn mower. The other thing is, anyone who puts batteries in their bike is taking a chance they're going to leak. Oh, I know.....you put" Super Dooper" brand leak-proof batteries in.... yeah right. Famous last words...."I won't forget I put batteries in that tank.".........5 years later...... "Oh my gosh, what's this? There's a hole rusting through my tank!" Aw Jeez!
