I won’t spend any more than $50 on it today, preferably less. It’s going to take some money to freshen it up to a usable state, too.

Only the 1995 Phantoms were made in Ontario, California. The rest of the Schwinn's were made in Taiwan. Look the for the little sticker that shows it at the bottom of the seat tube or on the head tube (unless it was removed).
