Toc Tall Frame Identification Help

Looking to see if you guys can help me identify this frame maker. 2-1/8" head tag hole vertical spacing.

I've seen several bikes with similar cranks over the years. Most of them missing headbadges. I think these are kind of jobbery. The chainring on this one is different but it looks like the actual crank is the same.
