Oh cool! I don't know to be honest. That appears to be earlier than the delivery bike I have which is from the mid 19-teens. Thank you for posting this though. It's on the right track, and might be a clue to the manufacturer.

Bump with a ghost pic of another bike that had this badge. Holes are 2-3/4” and oriented vertically.

Not sure this helps with anything, but I've always had a bit of a fascination with this bike and I saved this somewhere along the line.
