I don't see any numbers on the back of fork. The fork has holes not dropouts.

It's been painted...so the bike has been apart a time or 2...but it would be worth checking the date code on that Morrow rear hub.

I would say yes. In 36 Huffman used shallow flared front fenders on their off brand bicycles.
