Yeah but I also think he might have the wrong headset which may be contributing to the high angle.

I wouldn't say there are any incorrect parts...it's just that the "bracket for spring #2935" has to be bent to a different angle when you flip the steer tube around like it was. They are an absolute PITA to bend, that's why there are new ones you can buy that come with that steep angle.
To make that fork look right again, you would need to buy an original used one with the correct angle. If you were to try and bend the one on it back to the original angle, it will just mangle the finish and warp at the loop part, as that thick steel is now work hardened...it might even snap if you try to bend it back.

So, based on new observations, I went to my parts pantry this morning, I found the old battered springer from my 1955 Hornet, that I am motorizing and don't need for that project, so I going to raid parts from it. I'll report back later today after the Spitfire's surgery.

Okay here are the parts to swap.
Used some 0000 steel wool and a bit of elbow grease.
@WillWork4Parts Next couple of pictures show the two brackets for spring. The one in question is clearly bent and also oddly larger.
Parts from both Springers.
I think the yoke on the one in question is tweaked a little bit to compared to the cleaned up one.
And here are installed photos, although not the same amount of angle as Wolfmac's, it is 100% better.
Here is a side by side photo. The darker image on the left is pre-surgery and the one on the right is post-op. The yoke sits much better and the rubber is flush now. Let me know what you guys think.
