Wait this says ‘66 …. So was this the first year for this seat? Is it possible that a ‘64 bike was still sitting in the shop for over a year new and then gets a couple parts swapped out and sold !? That has to be what happened

Looks like an 11 4 = Nov. 1964 Westwind that someone made into a RWL tire.
This dated tire matches up to your L4 bike and may indicate this S/D came with Black wall tires (Yellow Oval Slik).
