So there is no “notch” where the sprocket would go onto
What would this be for?

5 1/2” arms, only marking is SS

Looks like there's flats near the shoulder.
Could be for a kids sidewalk type bike.

No, the late 70s FFS was still a typical forged shape crank, just no tuck pin. Different thread pitch on the drive side though. https://thecabe.com/forum/threads/ff-systems.244589/post-1853272
The crank in question is mid 80s and up or for a sidewalk bike of some sort.
