The assembly does come apart further. The condition of the bearing cage and balls don't look that bad, it should come off AND go back on. ... without that much effort.
If you're thinking the splined section comes out of the center of the inner race, no that does not work that way.
In the good ole days when parts were cheap and plentiful you would just replace the retainer with a new one. If you don't have a new, or a good used retainer, nothing is wrong with just popping new balls into your old retainer.
The bearing surface looks a little rough on your cone. But keep in mind they were not that great even when they were brand new. If it doesn't "have any cavities" just run it.
It goes without saying pay attention to the printed directions on the retainer "this side out".
