Strap wrench was suggested twice back in October. So was electrical tape and inner tubes for protecting the knurled nut. Every option has been presented. Time to call the upper adjusting cone a loss. They’re like $5 for and original. Grip it and thread in back down to reveal the damaged area of the steer tube and file the thread clean. If you’ve already put in a sincere effort to move it and could not. This is the option the bike shop has. Now you’re paying for they’re time and you still need a new adjusting cone.
