Not all Westfield motorbike frames are built exactly the same, (for some reason?).
The last one pictured is very nice and especially with the “Supreme” head badge!
[catalog may show Davis-built version].

So, what I am learning about the taller Westfield built motorbike frames, (and maybe the shorter frames too), is the distance in between the two top tubes, most easily seen where they join the seat tube mast.

On some frames the two tubes are closer together, and then on other frames they are spaced further apart.

That spacing would affect the fit of a tank - toolbox.

The chain tension adjustment design on the blue frame looks like the style with the staple(?) through slots in the frame and the screw aligned just outside of the frame.

I have a frame exactly like the one OP posted above, that someone restored: the same fork, lug and fish mouth joint, but it has a Motor Bike Supreme badge on it from the Charles Williams Stores in NYC - circa 1918 (ish) - the fork in the 1918 CWS catalog is different and so is the paint job, but now I'm wondering what the frame is that I have. How are the serial numbers stamped on an Indian frame?

Below are my bike in blue and black with the Motor Bike Supreme badge and below is the catalog page with the same badge.

Your bike is later than the one in the ad. The serial numbers on Indiana of this time frame are standard Westfield numbers. What is your serial?
 
That´s a beautiful Motorbike you have there, made by Westflield just like the Indian but, if you pay close attention to the detail in the lugs (please see pic below) you will notice that the lugs on my Motorbike (and in yours) are touching each other but on the Indians are separated 1/2 inch to make space to accomodate the tank. All Indians from 1916 to 1922 have that feature. Indians from 1923 and up have only one lug on the lower tube to the seat tube.
In other words, your frame is a legit Westfiled Motorbike frame in my opinion.
