Colson Tricycle Year ?

Trying to figure out year in this 20” Colson . Anyone have one and is $ 100 a fair price?

I'm thinking 40-41. I say this because Colson was a little late getting back into the game after the war and this one seems to have prewar traits to me. I haven't seen that front tire before-its worth a hundy to me just because of that provided it has bot pedals and the other hubcap.
