Halls Tire Driven Whistle For Your Archival Use

I just saw one of these sold here on the CABE.
It is not high wheel era even though 1889 is the patent date but rather it is correct for a TOC era bicycle and being manufactured during that time.
Attachments show some info on this unique whistle.
