That part is confusing. Anything with a 26" tire size is a "26 inch bike", and a bare frame would be called a "26 inch frame" in this context if it can take 26" wheels. Note that 26" is the approximate outer diameter of the tire, and the rim measures less. How much less depends on how wide the tire is. Usually. There are exceptions. Yes, really.
Confused yet? It gets worse.... When we are talking about how to fit a frame to the human who will be riding it, then "frame size" is suddenly the measurement of the seat tube height more or less. There are a bunch of different ways to measure it. It varies by manufacturer. Maybe to the center of the crank, maybe not. Maybe measured 90 degrees from the ground, maybe the actual length of the seat tube no matter what angle it is at. Maybe a whole bunch of things LOL. When talking about this, a 26 inch bike might have an "18 inch frame" or a "20 inch frame" or some other size, but still be a 26 inch bike with 26 inch wheels.
