I think it's a little too far gone for that. I have a buddy with some experience in painting, so with the proper prep work, I think we could make it look really nice

Yeah, I understand it's not worth much when done, but I'm not one to do a project 50%. I think it would be really neat to see it look like it did in 1967

Shoot a low ball offer and save some money and lots of work. Looks like it's been for sale since Oct. 25. Just swap out the front chain ring.

TBH, I'd feel bad scavenging parts off of the suggested donor bikes seen in this thread so far, though the photos are great for showing you what you need. You have a good chance of finding everything you need as separate parts from the next good-sized swap meet. (You will need to match the frame size to the correct rear fender, which is size-specific to the frame. A Racer with 19" frame used Schwinn 52 702; the larger 21" and 23" sizes used 52 704. Measure from the centerline of the pedal crank to the top of the seat tube. I'm guessing it will be 21" from what I see in your photos.)
As for the idea of resuscitating the subject bike... In any other situation, I would say that bike would be the donor for someone else's project. However, when the work is being done for the owner, who wants it back afterwards, it doesn't matter what the starting point is, because they will be thrilled with the results regardless, because it's their bike and always has been. They may be the only person on earth who would be interested in that particular bike, the way it is now, but that doesn't matter to them.

The paint is the biggest issue when doing something like this. Just replacing parts is one thing, but doing a full repaint is out of the question on something like this. It's not a rare or uncommon bike and you can find one that's in excellent condition and not having to worry about sourcing parts or painting. Pick up a nice one for just peanuts.
