Most IJ forks that I have seen have the through-hole mounting at the fork-ends; (this includes the balloon tire era).

I think that the same principle applies, remove the fork from the frame to show what may be hidden.

Also perhaps measure the height of the head tube, and the height of the steerer tube.

Looks like some kind of spacer in between the crown and the fixed cone, or just the top of the crown(?); IJ did use thick cones (hard to see)?

Because the IJ steerer tubes are so hefty (oversized), it is challenging to downsize a taller fork.

At one time that exact stem was on my 1918 rollfast. The then Owner removed it to put on another build he was doing, not that IJ frame, another one he had. I have a pics of both my frame with the stem and yours without at the prior Owners storage facility in South Carolina where I purchased the Rollfast frame sans stem (he would not sell it to me said he was using it for his build). I wound up getting a correct stem and bars.

Look in the middle, black archbar frame leaning up against front edge of couch. That is that exact stem. The PO added the extension.

Your IJ frame up on the wall with no stem. It was offered to me but he had no extra cranks to sell, beyond the ones for his"build" so I passed.
