That was definitely produced by Ross early 60's. Picture of the serial number would help. Looks like the tank was a universal fit on many of their models over the years including the girl's version. At some point they added a plastic nose cone that wrapped the head tube and was screwed on at the sides. Here's an ad where that is shown. The rear wire carrier could be the same as on your bike but looks modified. The chain ring on the ad's bike is the same as yours.

The tank looks so universal it appears to have been used on their convertible bikes too!

P 6279190 and then as I hope you can see in the pictures there is a S stamped separate from the serial #. Please help with the what is this bike! Thanks in advance

I feel like $200 is the "I love this, can't live without it even though it's top dollar for this bike" price. Hopefully you didn't buy it to resell it or restore it. A little cleaning and service and enjoying it the way it is would be your best bet, and I hope you do!
