It could have been also used on the cruisers but those i believe are stamped. And im looking for the correctly stamped caliper for my bike
The only Schwinn used Balloon caliper other than the Weinmann used on the 54-55 Jaguars that I know of was the 3.3 dia-compe used on the 78 and later 5 speeds balloon models. I pieced together my 79 Spit 5 and had hard time locating a loose correct 3.3 front caliper.

Edit: Looks like the one in your picture is a MS 8.9? The makers name should be on the back of the caliper.

26 x 1-1/2 was occasionally used as an alternate name for the French 650B size in the US and Britain. I would be inclined to get a 650b tire and see if it will work on those rims.
I stock the Correct Gumwall 26 X 1-1/2 (584 iso) S-4 tires for the Tandems as well as the Welterweight .
Heck I even Have a few pairs of the Original Schwinn Hurricane tires (NFS) kicking around the shop....
Today it is called a 27.5 -Yes 650b ..... (more confusion for the consumer) but I haven't seen them narrow enough until recently.
 
So........It looks like the Balloon width Town and Country frame had a forged Ashtabula style fork? But the parts catalog shows a more common tubular fork like on the S-4 width tandem frames.

I have never seen a Balloon width T&C tandem until these photos, they were VERY RARE.

In all of my years as a dealer 20+, then all of the years working for Schwinn in sales (16) calling on dealers, to my knowledge, I have never sold a S-4 Hurricane tire to anyone. The S-4 Hurricane tires held up, were very stiff and never got replaced.

Yeah, they were 1-1/8" threaded forks with that extra clamp at the top too.
I was really hoping to see the balloon tire tandem fork with the same tubular construction.

This is the caliper on my 1969 3 Speed Typhoon, and from looking at dealer spec sheets im certain my 1970 3 Speed Typhoon should have same rear caliper. Its made by Weinmann

That's a 1020, they also made a 1080. The 1080 was a balloon caliper for BMX, Cruiser's etc.

The caliper is the same front or rear, just flip the pivot bolt around.

Keep in mind, the longer the caliper, the worse it works due to loss of leverage. You want the shortest caliper that will still cover the rim to frame/fork mounting hole.
