The straight bar in the foreground is a 1940 model and the bicycle license on the truss rods behind it, is a 1942 issue, so there’s a few newer things in that photo.
I’m surprised the 40 fenderlight bike is as worn looking as it is.
Definitely tough times!

I was about to say, that Deluxe guard in the background on the right wasn't available in 38...
 
It’s interesting that all of the bikes appear to have those heavy duty strap steel racks that the newspapers made available to their delivery crews.
So maybe that picture was taken out in front of a Western Union or newspaper drop off location?
 
I love seeing that Delta Roadliter wedge light on the far left bike. Early 40s is reasonable for them but I always think they looks so “50s”
