Shazam! 🙃 Complete 1964 serial number
There were only three 64 models that had a hanging tank.
Jaguar......... Stainless fenders, Chrome/paint horn tank, chrome wire rear carrier 4 reflector, forged stem, springer fork.
American Deluxe......... Chrome fenders, Chrome/paint horn tank, chrome metal front carrier. Forged stem
Fleet........... Painted rims and fenders, painted horn tank, no reflector chrome wire rear carrier. No chrome fork crown. Rolled stem

I'm betting the top half of the tank was chrome. Fork is a replacement for the missing springer fork. Rear carrier is correct for a Jag. Fenders look like stainless and the two holes in the rear fender are placed correctly for the S reflector. That was a Jaguar.
 
Thank you so much Captain, you don't know how thankful I am right now. I took a mild paint remover this evening and applied it to the front portion of the tank. Yes it is chrome, the bottom part looks to be like a gray primer. Now to carry on. Thanks again sir....

I somewhat blew off completely dating the frame's serial number and later got to thinking about the last year (1965) for the Jaguar. Both the Jag and Corvette were downgraded a little and the Aluminum Mayweg front carriers were replaced with the chromed metal piece and the Corvette fenders went from stainless to chromed steel. Your serial number was stamped in late October and Schwinn's normal change over for the new year used the November serial stamped components. October serials have also been used on occasions, so this piece is actually a 1965 built Jaguar and the front carrier was used when deleting the springer that was used on the 1964 model.

Thank you again sir. Two more questions please. The fenders are chromed steel? and I'm guessing the rear carrier is/was chrome plated too? All I need to do to get the ball rolling on this "keeper" is get the carriers re chromed.
