Awhile back, I got a ‘65 American from a local guy in worse shape than yours and said Ol Lordy, what am I going to do with this rust bucket. Fenders were rotted through, wheels were rusted and paint was a mess. Stripped the bike, painted the old paint/rusted frame with Rust Reformer, put on another set of fenders and chopped the rear one, put on a new wheelset, rear one with a 3 speed Nexus hub with shifter, 2.125 tires and another seat. Used everything else including the original springer fork and made it a rider. I love it. Met up with a guy who remembered me as the guy riding ”the SteamPunk“bike. Still break it out of my collection and cruise the neighborhood on it.
So that being said…. With it being free, put some spares on it, funk it out and ride it!

Welcome to the CABE. It is nice you posted pics of the bike. Many people ask for help in a situation like yours and do not even post photos. My opinion is do not put a penny into this bike unless it is something you think you may enjoy yourself, if it is look for some good, inexpensive if possible parts you would need to complete the bike, or better yet an inexpensive donor type bike that may have some parts on it you need. Check to see if the are any bike shows in your area or even auto swap meets for a source for bike parts. If you do not wish to keep the bike for yourself, again do not put any money into this, in my opinion it would be better to put it on here, Craigslist, and/or Facebook Marketplace for $95 LOCAL PICK UP ONLY. If you get someone willing to pay you the $95 within hours of posting the ad don't worry, I do not think you would be underselling it at this price. The longer you have it on there with possibly no or little response then begin to think about possibly lowering what you may take to $50 or somewhere in that range. Be a nice project though if you are looking for a cool ride, but just be careful in what you spend on the parts you need. Seen people get way in over their heads in project's like this and the decide to sell and lose a lot of money, as well as their time they put into the bike. My opinion anyway.
 
You should consider checking out Rat Rod Bikes. Maybe post it there. This bike is an early Rat.
I'm diggin' on those chopped fenders and the tall goose neck. Especially with that seat and that
Kendall decal. C'mon. Awesome. Some people like the rusty rot pocks in the steel. That's tough
to replicate. Ride it! 🙂
