I have no idea if Huffy is still in business, but I'll try to reach their office tomorrow. I'll ask about decoding the build date and the matter of the serial number and the headtube.
The C is no doubt for Celina, although this old style serial usually has an H as the second digit for Huffy. I have seen a few other old style serials with the plant code. R (Richmond, IN) and A (Azusa, CA) should be possible in the old serial number era. There could be others.
The serial was not posted but can be expected to be a new style one on the headtube, begnning with "HC" because this is a Celina bike. The date code is right where it should be in the new format. The second number on the dropout appears to be stamped after the fact, and is probably anti-theft or a bicycle license or something. Conspicuously absent is the model number. I can't explain that. Here is an October 28, 1974 Celina-built Huffy with a new style serial number and the model number right where we expect to see it in the new format.
I am convinced that my statements about the OP's bike being a 1960s model were completely wrong. Bloo, I appreciate all of your knowledge and experience. Thank you for sharing. I am learning a lot. You also answered the OP's questions correctly, no speculation!
I contacted Huffy today. I was told they still have an older employee who could be thought of as their unofficial historian. He didn't call me back this afternoon.
