New item to me. I have never seen these before in use or for sale. How did the top mount?

They are held in place by the hub nut, and it lays against the outside of the fork. Top hoop can't rotate back past the fork crown. Keeps the canvas bag out of the spokes. Had the same device on my Schwinn paper bike back in the late 1960's - just wish I hadn't sold that bike!

I don't know. I bought all of my paper bikes in Colorado, and all appear to have only been in this dry climate.
When I bought it, the Wasp had been stored outside so long the paint was totally sunburned into shadows, tires and seat were dry rotted away, and the bearings were shot, but it was so dry that it had almost no rust, even on the chrome.
