Wore out three sets of tires already!
Looking to hear feedback on this one. Is it a Schwinn Paramount? There are some features on it (like the badge holes and the frame pump brackets) that I haven’t seen before on other Paramounts.

Those pump pegs are very French. Have you checked that the bottom thread has French threading? Also whether the stem insert is 22.0 or 22.2? Edit: meant to add that the serial number, if you can find it, could be helpful in identification.

The lugs are not the same as a Paramount, they're shorter. And I've never seen a 40's Paramount with a dropout rear fork end
 
JSchwinn If a Paramount the serial will be on the bb, the right, or left rear droupout. Should be a three digit number above 560.
looking at it my guess is that it is not a Paramount. no headfbadge holes, the punp pegs, wrong cable stops for the brakes and derailleur, and the seat stay caps look wrong
 
I've been looking at it and that frame resembles a Bertin, I've seen a few of those with Nervex lugs and AFA pump pegs. The ones I've seen that had badges used vertically drilled screw holes too. Even if I'm off base on that it really does look French.

Bertin was my guess too….. nervex lugs would be a good starting point in the right direction I think……’50-‘60s.
