Thanks for all the help guys, very much appreciated and I'm happy to go with the 66/67 build date. Also didn't realise its a JR, any idea what it might be worth at all?

Unfortunately, that’s not true. The serial number was stamped on the dropout component sometime in December. And then that dropout was used sometime later to build a frame. The serial date has nothing to do with a build date of any kind.

But to be clear, the other possible dates (based on guesses at the second letter being B, P or R) were 1978 or 1980, a minimum of about six years beyond when Schwinn transitioned to the steering tube location for the serial stamping. Given that Schwinn stamped a month code letter as well as a year, they were giving themselves a month, tops, to turn that stamped dropout into a frame.

I was also going to mention that the bike also does not have the reflectorized pedals that were added in 1971.
