What's up with this fender screw

While checking out the photos in this sales ad today "1936 Huffman Zephyr", I saw this little screw up by the truss rods. Do you think the fender was moved forward sometime in the past and that that is the hole where the fork screw should go? What's your thoughts?

Yep, that's part of the wiring harness that keeps the wires to the headlight from hitting the tire. I have a Silver King with a similar setup - this whole piece is attached to the underside of the fender behind the light:
