Very much appreciate the comments/suggestions! Over the weekend I started in with the 3 in 1 oil. I was amazed (I'll snap some updated pics) how much better it looks. Any suggestion how to get the axle out? I started in trying to take the wheels off and noticed the axle is threaded on both ends but not sure how to get it out. The handlebars are chrome but rusty - does citric acid help clean them up? Sorry - I'm a total newbie at this so lots of questions.
I'm not 100% sure on the early model like yours, but the later all steel version that I have has a quill axle. Try just taking one axle nut off and it should just push out the other side if this is the case.
 
To help you out with some of your questions on restoration I made a video on the subject a few weeks ago and tried to upload it to you tube but because it was 24 minutes long it only came out as 15 minute. Gave up after 4 tries. Going thru all the hoops on you tube didn't work. Until today. I split the video in two and got them uploaded. I Don't want to post the links here because it will show up. Wow! very informative ...my only regret is that I hadn't inherited it sooner. I reached out by email to the guy you sold your business to and haven't heard back so next step is to call him. I'd really like to get a new mat for the running board. I'm no where near as mechanically savvy as you but the videos you posted are incredibly helpful.
 
I've inherited it and I truly would like to get it ridable again. It's been garaged so it's not in too bad a shape and remember thinking as a kid that it looked like THE coolest thing. Thoughts? Suggestions? Would appreciate any recommendations of anyone in the Midwest area (I am in Kansas City) that could assist/advise. It would mean so much to me to relive him riding it. I have Ingo Bike reproduction parts available such as the rubber platform mat and other parts that you may require during your Ingo Bike rehabilitation project. There used to be and older guy who had all the Ingo parts and went to the bike shows in the Chicago suburbs.Maybe someone knows who he is.

Happy Day! so glad to hear from you - yes, looking for a new mat for it. The rubber or whatever it was (pretty crumbled) on the handles - not sure if I can use just any kind of bike handle covers. The wooden platform is solid - the wood is actually quite pretty. The braking mechanism seems to need some work but I haven't gotten that far yet. After cleaning it up it's color is black with red pinstriping. It looks so much better already. It may sound crazy but I can almost feel my great great grandfather smiling while I've been cleaning it up.
