That oak board looks like it's in great condition. Looks like it's coming along nicely and wheels aways take the longest time and effort to clean up.

Would I or how do I know if the board itself needs to be replaced? I see one small crack but otherwise it looks pretty good

That crack doesn’t look too bad.
If you would like peace of mind, get some Elmers wood glue, and gently open up the crack a bit, so you can work some of the glue down in to it.
Then gently clamp it together until you see the glue start to squeeze out.
Wipe off the excess with a damp cloth or paper towel, and let it dry for at least 12 to 24 hours, and you will never know that crack was ever there.
 
The original paint is great, and a nice original head badge as well.
I turned over my Ingo and took a couple photos…..it looks like I have two cracks where you have one. I have been riding this bike regularly for many years on this original board with no issues. I weight 180#…..I think the reinforcement plates are holding it all together but I guess it depends on the wood. You won’t really know until you get it together and give it a rip….always fun to take that first ride! 😃

Thanks for the pics...I won't worry too much about the one crack then. It's probably the least of my worries, the kickstand and other nuts/bolts are not wanting to budge as of yet. I've tried WD-40 without much success but I'll keep working at it. That rear fender had 1950's vintage dirt dauber nests in it - maybe they protected the paint. HAHAHA

I've been looking around CABE with great interest about the OA bath. Do you think that would help with the wheels?
