I can’t believe the stem is still stuck. I had thought about the Evaporust but couldn’t figure out how to do the soak until I visited my wife’s garden shed and found a nice solution - a plastic green planter box that is a perfect width. See the photo for how I have it soaking. I’ll let you know tomorrow if it works.

The rest of the bike is cleaning up real nice. A little before and after on the underside of the fenders.

You would need to seal the headset and everything else. Not gonna happen.
no need to seal head set, but upside down is the next step to removing a stuck stem after application to top of stem does not get results. Putting something in the stem bolt help to keep the pb plaster from immediately running out is a great idea. You need to fill the bottom of the fork tube from the fender mounting hole until i t is full. most will run out but you will also get PB started working on the stem from the underside. Makes for a much easier job if you can apply PB or the like to both sides. I used a can and a half of PB to remover the stem from my 1963 American. Most weeped out but it was not until I added PB from the bottom that I got any results.

I can't imagine too long looking at the condition of the rest. Are you sure the wedge is loose of the stem? I would get a dead blow or brass hammer and start tapping on the stem. I find if you place the frame against something like a wooden work bench the dead blow will work better. The last stem I removed did not make it through the process but it came out.
 
That stem is already pretty far down, there may not be much room underneath the wedge, which could be part of the problem.

Let me ask a stupid question. Is the wedge loose completely loose and not still wedged between the steerer tube and stem? Did you pound it down to where it fell to the bottom of the steerer tube?

The regular lightweights or the specific Schwinn Lightweights section?
 
You might try feeding some pinesol or other pine cleaner in the tube. I found reference to it here some years ago for stuck stems. I had tried all the usual candidates, WD40, Kroil, PB Blaster, heat gun, and had been working on it for a couple weeks with no luck. Grabbed some pine cleaner and tried is as a last resart and it finally broke free.
