Resizing Sturmey Archer drum brake cable?

I have a question about this cabe though. If it is a universal cable, why does it come with the adjuster made on to it? A universal cable would have both ends, I agree. There would be no need to make the adjuster onto the cable though, since one end was being cut off anyway you could slip the adjuster on once the cable is cut.
If the cable was part of a kit it would hook to a brake arm and would've been made to fit the brake hub arm. As long as the cable is long enough the relationship between the brake lever and the drum lever is going to be the same. It happens on motorcycle cables a lot and no cutting is necessary.
What am I missing here?

To prevent loss of parts, or theft of them, if they were loose in the package perhaps. Assembled together with soldered ends certainly stops that from happening.

I can see that, but it cannot be the only loose part In the package. I buy parts, cables etc a lot for motorcycles and cars. The parts in a kit are always packaged in sealed or zipper bags and they only get lost when someone doesn't wait to open the packages until they are working on the job.
 
Also should note Sturmey Archer drum brakes take a specific cable not universal and there are a couple of types depending on age .
You can make custom cables out of universal cables like I have done but you need to have the cable adjusters and pinch bolts .
 
This is what I mean. It has both ends on the cable just like the OP's cable, the adjuster made on the only difference is the barrel is on the cable here. The slotted barrel I showed a few posts back would take its place fine though.

Here is a kit with a universal cable and the adjuster sealed in the bag.

The only question I have is where is the barrel for the brake arm? Is this cable a defective part shipped made incorrectly?
