Tall TOC snagged from a Montana Yardsale

Recently tracked this down from a lonely pic posted on a FB bicycle page. Luckily with the help of @New Mexico Brant and a friend of his, I was able to secure it. I have absolutely no idea what it is, and the fact that the badge looks replaced doesn't help. Might anyone recognize any details that might lead it it's identification? Thanks in advance for any help. Bike is still in Brants care, so I won't be able to get any additional pics for a bit.

This one had a killer saddle on it . Just do a search for Stover or Phoenix, there are a heap of posts on this website pertaining to this company/bicycle. You should reach out to the Wheelmen librarian for pdf's of Stover catalogs.

I had my doubts due to the extra holes and what looks to be the shadow from another badge

Here is the 1895 Phoenix catalog. Catalog info looks similar to yours but am also confused by the extra badge holes. The Phoenix badge on yours was used on 1896 and later models. I don't know what 1895 badge looked like. 1896 Phoenix bicycles are different from 1895 models.
